The Failure of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of opposing developments captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are delivered from different nations. Significant resources is expended on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from enemy soil, a capacity enabled by current data. From witness perspectives, defense planes that had been dispatched to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense thundered: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly becomes resigned acknowledgment: maybe the incoming missile won't cause damage this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Following this, a heavy machine gun fired at a drone somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it pressed on overhead toward its target.

Periodically, this persisted until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's essential dependence on external assistance – a dependence that regional partners are evidently unprepared to substitute in the short term.

Failed Diplomacy

The 28-point plan from US administration provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, no doubt, persist.

Tactical Assessments

It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a premise understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unfeasible to force Russia to surrender the territory that it already controls in Ukraine's south or east.

The problem is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through words or deeds, from assuming that the current condition will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but averting a entire defensive failure until conditions improve in its advantage.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a mere seven days to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require continued Western support.
